Your description in comment 0 does not include any steps nor actual settings in
order for other users to reproduce.

If you are using, for example, the Tabbed UI (menu View > User Interface), then
it is true that currently adding toolbars (menu View > Toolbars) is useless;
the toolbar would apparently be added to the UI but it will disappear as soon
as you introduce any value to any cell. In this example and for this purpose,
the status of the Lock Toolbars setting doesn't make any difference either.

FWIW, I am in favor of having the possibility of adding (other) toolbars to
whichever UI is being used. That would be an enhancement request.

At any rate, the current comment 0 doesn't really help. We would need more
details, such as:
* your current UI, 
* which toolbars (if any) you already have on screen, 
* whether they are in their default locations, or they are moved elsewhere, or
they are vertical, or...

and more.

I think there are similar reports already.
