It's the "readme" file whey you unpack the package before going through the installation process. See bugzilla [https://bugs.freedesktop.org/show_bug.cgi?id=54206] for more details. All OS installs get it, and, in all native language groups.
looking at the file, I doubt we need it for legal reasons, but Cc'ing Michael Meeks here, who might be able to help, better than I could.
Otherwise, the file is available at the URL, since we have added an alias to the web server.
