What's the actual problem about that? Is it in compiling the IceCat
under Windows? I haven't tried it, but since there is a FireFox for
Windows, it should be possible to build IceCat for Windows too.

Definitely, yes. It is way more important to *educate* people and
tell them about all the wonderful things free software can give them,
than just "seat them on Ubuntu".
