I noticed that Fry's Electronics had a brand (Sorry, didn't keep the ad and
don't remember the brand name) listed last weekend for $50.00. It is like the
Targus one. The power cable has tips that plug in for each brand of laptop.
They tell the box what voltage to supply. It came with a number of tips for
various brands, including Toshiba.

If you don't live close to a Fry's, then the Targus is available from many
sources for about $80-90. It may include the airline adapter. The one above
did not, but had it available as an accessory.
