I have seen the Answer from "Armadillo"
My config for Lib-50 is a little different (I use irmanager).

With the Lib-100, after /etc/rc.d/init.d/irda start
I must run /etc/irda/network start irda0
(I don't know why it is not run by irmanager)
Then I can run irdaping or jpilot.
During the HotSync /proc/net/irda/discovery shows 2 clients:
