Ok I'm taking a couple of guess here. You did NOT do a clean install, did
you? Did you download the latest Bios for your Libretto before installing
windows 98? My guess is if you want everything working, go with windows98SE
and do a clean install.

into
hibernation you will see a screen with a picture of the Libretto and a image
of a harddrive.
Sounds like you installed over windows 95 rather than reformatting. This
leaves you with a messed up registry, as the power control changed between
the two. Your best bet is upgrading the bios, then reformatting the
harddrive
and installing win98SE. Going back to windows95 would give you the fastest
machine, but chances are you wouldn't get the IR system working correctly.
As to your PCMCIA cards, unless they are branded as Toshiba, I would think
you'll find the latest an best drivers for them at www.3com.com not Toshiba.
It would be a real good idea to log on to www.toshiba.com and read there
instructions
on upgrading to win98. Be sure to backup any drivers you have installed on
your
libretto, and understand what is required to get a CD rom working under DOS.
You will need either a special CD rom drive or another computer.
