Here is a description of the man/machine screen mod that I obtained from 
them.  I don't see anything here that would increase power usage, and they 
are specifically not talking about a brighter backlight.

Thank you for contacting Man & Machine, Inc. We can provide enhancements to 
your
Toshiba Libretto that will make it more usable outdoors. We apply a 
combination
of brightness enhancement films inside the LCD to make the display 
brighter, and
we add a anti-glare/anti-reflective film over the front surface to cut down 
on the
display being "washed-out" by sunlight. The combination of these 
enhancements for
the Libretto 100 CT is $199, and usually take approximately
3 to 5 business days to install once we receive the unit.
