I don't know if this is any help to you or not, but my 70ct machine
with 98SE works with the IR port with no real setup that I recall.  I
know it doesn't help you with your present situation other than to tell
you that it's possible.

Works fine with:
  - IR sync with Palm
  - 'Send to IR recipient'

Doesn't work with
  - IR modem on Nokia 8890, but probably due to hosed up registry and
need to reload 98 to see if it works then
  - some shareware programs which talk to GSM phones and mention that
they ONLY work with 95 IR libraries

My understanding is that there are two libraries for working with IR,
and that they have changed fundamentally between 95 and 98.  Some older
shareware programs which talk to GSM phones work only with the older 95
drivers (which talk to virtual serial ports only) but most software
seems to work fine with 98 both talking to the IRDA libraries or
talking to virtual serial ports.
