Nope, you do not need external power for the Belkin USB adapter - I've had a Micro$oft 
USB explorer mouse running directly from its USB ports

        My Libretto is a 110, does the Belkin's PCMCIA USB adapter
        requires external power? Can I attach a USB mouse without
        attaching external power to the adapter?

        I'm using Belkin's PCMCIA USB adaptor and it works fine on my 110CT
        under Win2k. However the Belkin card requires CardBus slots, so you
        need to have a 100CT or above..
