Re-reading this, unless James is means "C prompt" instead of "A prompt", it 
would seem that he doesn't have any kind of access to the floppy drive OR 
the 2 HDDs.

However he writes that he attempted to format a 1.44MB HD disk at 720K, and 
failed to get the system to recognize it.  It's unclear what files he copied 
to it, and whether they were boot files, or files to re-install BIOS, or 
both.

It's also unclear from what he'd written if he's tried booting the system 
from any HD bootable floppy disk, perhaps one he has or can make on a 
different system.

Perhaps he cannot get ANYTHING to boot... either of the 2 HDDs, or the FDD 
with any kind of bootable FD inserted.  In that case, maybe resetting BIOS 
by disconnecting the BIOS battery for a length of time, as has been 
suggested, would be a good method to try.
