Class drivers - it lets Windows mount USB devices as removable hard drives.
Win95C(?) actually DOES have rudimentary support for this IIRC.

Win95 OSR2 with USB supplement only have a very limited support for USB. If
you look at the boxes of most USB products, they all require at least win98.
The fact is many USB devices do not work in any versions of Win95.
