Tim, I think you said you loaded W95. I just loaded a copy of W95 on new partition to do some testing for a friend... and the same problem with the "PCMCIA Card Services" appearing with the yellow and black exclamation mark in the "Other Devices" section. It seems Windows 95 can be really finicky about just order things get installed in, and what method you use to do it. I not sure if I remember exactly what the order and method was I finally used, but I was eventually successful at getting this straightened out. I do know I went into Safe Mode where all of your PCMCIA devices are listed in Device Mangler (as Neil affectionately refers to it) and deleted all references to PCMCIA devices and Card Services. Then I think I shut the system down, inserted a card for one of my PnP PCMCIA devices, and let Windows auto-detect it. I had the drivers on the HDD, so when Windows asked for a location, I set the path to the drivers. I think that once Windows had set up the first PCMCIA device, the others followed suite, and the C&S drivers were set up properly. If this process doesnt work, delete the Device Manager entries and try again using a different technique... maybe letting Windows boot with a card inserted you know needs the C&S drivers. But thinking about it a bit more now, it seems what I laid out above was in fact what was successful for me. Good luck!
