I'm a firm believer in PaintShopPro - no later than version 5 - after that 
it started getting big and slow.

There's unfortunately *no* way to rotate an image (other than in multiples 
of 90%) that doesn't lose resolution - it's a function of the fact that the 
destination pixel position does not map exactly onto a single source pixel, 
as a rule. very good spatial filtering can help restore the apparent 
sharpness, but it won't be the same image if it's rotated one way and then 
the other.
