He can increase the memory to a maximum of 32MB, and they are known to work 
with hard disks (maximum width 9.5mm) up to 20GB and probably more - though 
there are issues regarding the bios requiring either win2k/NT/linux etc or 
bios extenders (w95/98) to use the full disk.

Processor speed is dependent on the chip itself - if it's an early machine, 
he can almost certainly increase the speed to 100MHz and possibly higher, if 
it's a later machine fitted with a P120 anyway that will go to 150MHz 
without even trying hard.
