I'm still fumbling with Fugawi, but it is a different breed than Streets, 
Street Atlas, etc.  It doesn't do routing, so for driving around the 
city/state/country and getting directions from the PC it's not the hottest 
setup.  It does show position with a GPS connected, and the Steets add-in is 
very accurate and detailed.  What Fugawi does is let you use almost any map 
image (from a scanner, screen dump, bmp file,...) as a GPS base map.  It has 
a mode called Map Calibration wherein you select three points on your source 
map for which you have coordinates.  Once calibrated, the map can be saved 
and then used for GPS positioning.  Pretty cool.

Anke Otto uses this software a lot for diving - she can expound on the 
virtues better than I.
