Someone mailed me in response to my post to ask whether I had found any
utility to adjust the screen's brightness on my Libretto since
installing Win 98. Yep, I have found and excellent little application
from www.fixup.net called 'setlcd'. It works under the Dos prompt and
allows one to set the LCD to one of three levels of brightness. I
normally keep mine on the least bright, since I am never sure when I
will be using my libby away from a power source. The program requires a
reboot each time that one changes the settings. I have noticed that the
screen is brighter on external power, and then dims when on batteries.
It works great for me!

The Toshiba 'Power Saver' utility with the infamous 'hairy light bulb' does the same thing with 4 levels of brightness. You can customize settings for external power or battery power, and various timeouts.
