See Toshiba's Libretto Support page; you should find one there, at least I remember there was one for the 100/110CT.
I looked at the Toshiba (USA) support pages the other day here to try to find the file for Harold:

But I wasn't able to find the L50 W98 driver file that includes the FDD driver.
As I recall, the FDD driver was in the package of 'Utilities", and that there were 2 different zipped files with the same filename: l50utils.exe. 1 for W95 drivers, and one of W98 drivers.
The Toshiba support pages for both the L50 and L70 don't seem to have >any< drivers for W98 anymore. When I look at my old downloads for the L70 W95 and W98 system files, I have two different zipped drive files containing various system files different from each other. The only file for L70 utilities on the Toshiba USA support pages is designated as "Toshiba Win95 System Controls for Libretto 50CT", and is a l70utils.exe file.
And for the L70, there's only a file for "Toshiba Windows 95 Controls for Libretto 70CT" with the file name l70utils.exe. There's no system driver file there for W98.
