I've looked at my old 70CT system driver downloads for both W95 and W98, and it seems that the FDD driver is the same for both:

fdcmon.vxd 6KB 3/26/96

For some reason I don't seem to have the W98 system driver file for my old 50CT. But the FDD driver that came with the l50utils.exe driver file for W95 that I do have is also the same fdcmon.vxd 6KB 3/26/96 file as the one above for the 70CT.

You might try downloading the "Toshiba Win95 System Controls for Libretto 50CT" driver file l50utils.exe driver file for W95 here:

http://cdgenp01.csd.toshiba.com/content/support/downloads/l50utils.exe

Then go to Control Panel > Add New Hardware > and run the Hardware Wizard.

When you get to the window saying Windows will search for non-PnP hardware, click the radio button, "No, I want to select the hardware from a list" and procede.

Choose 'Floppy disk controllers" from the next window and click "Next".

On the next window, click "Have Disk", and navagate to where you extracted the fdcmon.vxd FDD driver file.

That should get the FDD working properly where your system won't spend the 2-3 minutes before it tells you it can't find the drive.
