I wish it would just go away, or be properly implemented.  I see so
many people being bitten by this that every now and then I think we
should just remove it and stop giving people the impression that it's
expected to work.  Which is not to say that nobody would be able to
take the libtool script generated during libtool build and install
that, it's just that I'd rather no longer install it by default.

Until we get as far as implementing something that enables us to use
the pre-installed libtool properly, which implies doing configuration
on-the-fly, recognizing ABI-changing flags and all such tricky stuff,
and possibly generating config bits in the current directory/.libs or
so.
