The bug (rdar://problem/4135857 for those of you who work at Apple) has been closed a few times, but appears to be currently open, so maybe they areworking on it.As noted in my mail export MACOSX_DEPLOYMENT_TARGET=10.3 and watch the testspass.
So the better workaround is to add 'export MACOSX_DEPLOYMENT_TARGET=10.3' to
