Use the ppm package at the bribes repo
( http://www.bribes.org/perl/ppmdir.html )

1) Grab a copy of
 http://www.bribes.org/perl/ppm/Win32-Daemon-20110117-PPM58.tar.gz  and 
save 
it as "Win32-Daemon-20110117-PPM58.tar.gz".
2) Grab a copy of
 http://www.bribes.org/perl/ppm/Win32-Daemon.ppd and save it as 
"Win32-Daemon.ppd".

Place both files in the same folder (any folder that's *not* part of the 
perl tree) on your 2008 R2 server. (You'll have to copy them over via 
whatever means you have at your disposal - USB stick, network connection, 
compact disc, floppy, whatever ...)

Then 'cd' to that folder and (assuming your perl-5.8.8 is in the path) 
run:
ppm install Win32-Daemon.ppd
