requesting pages with resolved links

Is there any way to request a page so that all the links have their full
URL's?  I seem to remember seein something, although I could be thinking of
Cold Fusion's CFHTTP, which has a ResolveURL attribute.  What I'd like to do
is have the page come back with <a href="abc.htm"> replaced with <a
href="http://www.domain.com/abc.htm">
