That might not be necessary (depending, of course, on what you're going to do
with the result). Just replace </HEAD> in the document with:
<BASE HREF="http://www.domain.com/"></HEAD>
Don't forget the trailing "/"! If the page is then stuffed into a browser,
all the relative links will work correctly. I use that technique for
downloading and then E-mailing pages, and I learned it from someone on the
LWP list.
