Do a CPAN search at http://www.perl.com/ or perl.org maybe. Look for
Oracle, Oraperl, DBD, DBI. Download, read docs, install. Run tests.
Develope logic for your program. Write program. I don't think this is
strictly an lwp or libwww related question. You may want to take it
