Ah, TeX - that takes me back - waaaay back... :)
DocBook would be my suggestion if you really want to go fancy and free.
It's XML-based, the DTD and "db2*" tools are Open Source, and it fans
out to PostScript, DVI, HTML, PDF, and RTF. Texinfo does a lot of the
same, but doesn't have the XML cachet DocBook has.
