There is a cvs mailing list that can somewhat be what you describe as long as the proper messages are sent when changes are made. With this, an email campaign cold be quite succesful. I believe it was about AIM, not ICQ. I'm not sure about it, but I remember hearing as long as they don't have video capability in their software, they do not have to open the servers up. Now opening the servers up for other clients, I'm not sure what that is, maybe someone else knows more about this than I do. And having the official protocol doc would be easier, we would be able to quickly implement everything (assuming the documentation is correct, which I have seen not always true for some company's SDKs).
