Souds logical couse .bz2 is not a gzip (.gz) file.
Use tar -jxvf licq-blah.tar.bz2
(you can leave the v from jxvf (makes jxf) couse it only stands for
vebose mode, whitch you useally dont need)

Then it should work, read the readme and install file (witch tell you
you have to type ./configure, make, make install).

Well, indied the problem with the rpm's are that there are packages
missing witch are not in any other packages.

Okay, and you say you have redhat 7.2
This distro allready has licq in it...

You secondly say you have ximian (whee! gnome (i didn't say that, it
just appeared ;-) ))

Try run red-carpet, it's an update tool, it *should* appear in one menu
somewhere. In the redhat channel click instal search licq (if they are
not there, chech if they are in the remove section (DONT remove them)
witch means that they must be on your system couse you can remove them
(doh)).
install them from there. Or leave them installed...
open a console (or run a program) and type 'licq' (with no quotes!!)
and it should start.

Euhm, if RPM is even easyer then install of windoze mostly. (if you use
red-carpet, and in most other cases too)
