licq can't bind a tcp port in your machine.
Please check wether LICQ/Options/Network/Firewall is checked, and make sure
that  the range of ports set there are valid (any port range you can
bind).

another source, can be an sysadmin that had disabled the right to bind
HIGHPORTS, or something like that.
