I have made some commits tonight that adds the GPG patch to Licq.  Please take 
a look in the licq_gpg.conf file in the root of the CVS directory for 
instructions.  This file must be copied to your base directory (most likely 
~/.licq) for it to work.  It will be improved in the future to be automatic 
and managed from the GUI, but for now you must edit the file.  Anytime a new 
key is added, Licq must be restarted as well.

Let me know about any bugs.
