I suspect connections on your NAT box are timing out too fast. You can
either set longer timeouts on your NAT box or recompile licq with a
higher ping frequency to prevent your connections from timing out.
To do the latter:
- apt-get source licq
- edit the file licq_constants.h in the include directory of the licq
source, bumping the value of PING_FREQUENCY up until it starts
working again.

The server limits the frequency with which you can logon. This is just
a symptom of you logging on too frequently, because you're hopping off-
and online all the time. Just wait a while (15 minutes?) and try again.
