I haven't done that much with encodings, but from what I have seen is that the 
encoding has to be set to what the other person uses.  I can send/receive 
messages in Japanese find to other Licq clients.  But when I send to a 
windows client I have to change my encoding of that user to another Japanese 
encoding otherwise all they see is garbage.  So perhaps there are other 
encodings that you need to try that the remote side is using under Windows.

Translation is an old method that is outdated by the per-user encoding.
