Make sure that the dialog is open, right-click on its title bar and edit the "Attributes..". Attributes can be set for each DIFFERENT window name (for instance: licq.Licq, MainWindow.licq, etc.). All these settings resides in ~/GNUstep/Defaults/WMWindowAttributes. At least it works for me (0.82.x, but had problems w/ 0.9x.x). Editing the attributes would allow you to force a window to be opened on a specific desktop, but also to be visible everywhere. By default it's visible on the only default on which it has been opened (optionally it can belong to the application main window, see wmaker prefs). Let me know if you encounter problems, if so I would detail more deeply.
