There is an open bug involving UTF-16 encoded messages from some ICQ clients. It will be fixed before the next version is released. If they aren't using the UTF-16 encoded messages, then it would be a config issue with Licq and your system. I occasionally use Licq in Japanese and never encountered any problems with it. If you are using another encoding, please try to get help from one of the other users as to how it is configured, since I'm not sure about German, French, etc. encodings.
