#1405: licq hangs on receive file

when i try to receive a file, licq hangs (lags) for nearly two minutes and
i cannot do anything.
this ever happens between clicking "accept" and the start of the transfer,
so to say while opening the "select folder" window. not so fine, because
the chatpartner's client very often closes connection before the
transmission starts.
