Pinging scala-tools.org works no worries for me. It does appear that liberty.harpoon.me points to that server as well. No biggy tho, 2 domains pointing to the same server that is.
Regarding my previous note with the maven command, can you check the pom.xml of the generated project and tell us if <scalaVersion> is 2.7.1 or 2.7.2 ?
