What web server are you using for testing? It's been a while, but I remember having to configure 3 different file-size limits in our appliance. We're using Apache->Tomcat forwarding though, so I'm not sure where things would be for you necessarily.
Anyway, I remember the seeing the same issue, and tweaking a new-found parameter that did the trick.
