Kaj, I installed lightdm-gtk-greeter on my Ubuntu 16.04 but can't reproduce the problem. For me the keyboard layout on the greeter is determined by the system default as defined in /etc/default/keyboard (which was set during installation). The display language has nothing to do with it.
