There is really no sane way for switching responsibilities for accidental rules between StaffGroup and Staff layer. Perhaps we should not try, and instead let the Staff-level accidental rules clear out the StaffGroup-level rules, or at the very least let the StaffGroup-level rules clear out the Staff-level rules.
Having to juggle with both and try to remember which works where is not doing people favors.
