No, \page-ref does not depend on bracketify-stencil (issue 3330)
The problem was that page-ref used markup like \concat\hspace#2.5 "1" , and
the patch for issue 1100 changed the behavior of \hspace inside \concat in
a way that broke \page-ref
The later patches for issue 3330 do change \hspace again, but the simpler
\page-ref from the patch for this issue is more robust, and so far robust
to those changes.
