BalloonText used to have zero-height at the note-spacing stage, which was
enough to affect spacing in conjunction with \balloonLengthOn, but not
enough to get space (according to the rules enforced by the patch for issue
2053) without \balloonLengthOn
After 7e4d219b, there was issue 3161 making zero-height things count for
spacing.
So now we need the default to explicitly say "ignore BalloonText during
note-spacing"
