I'd rather suggest allowing numerical values for remove-empty. The page
breaker would first remove every staff with non-##f value, then refill the
page starting with low-priority remove-empty staves, exhausting each
priority-class (in a best-fit manner) before going to the next. Of course,
this makes sense just with ragged-bottom = ##f.
