New issue 3389 by [email protected]: Improve remove-empty behaviour

I want a new option to control the behaviour of `remove-empty' if there is
not sufficient vertical space to put more than a single system on a page.
As shown in the attached image, the current behaviour is not optimal,
causing far too much vertical space.
I suggest a new option `remove-empty-single-system' (or maybe
`single-system-remove-empty'). If set to the #t, all unused staves are
retained. If set to a list like this:
remove-empty-single-system = #'("celesta" "harp")
the staves called `celesta' and `harp' get removed even if all
other systems would be added to fill the page. This is useful for heavily
crowded full scores with a big number of instruments.
