This is a NOT_SMART rule, because the change makes 'staff-padding conform
to its old documentation, so we dare not adjust the input files. The
documentation was updated by hand in the patch under review.
That means update-with-convert-ly makes no changes, and no changes to
version numbers.
The changes to behavior, including trill spanner placement, went through a
full review cycle. Trill spanners are now closer to the staff, the typical
0.5-space clearance, which is not quite as close as simple trills
(0.2-space) but at least closer.
