LSR snippet 533 uses \fill-line in this pattern
\markup \fill-line { \hspace#1 A \hspace#2 B \hspace#1 }
so it looks like the author was imagining the \hspace to be proportionally
stretched, as the resulting space comes in the ratio 1:2:1, or maybe just
using the numbers to note in the source file what the layout looked like.
Issue 1234 describes a requested enhancement to \fill-line, written just
after its code was last worked on.
