\inStaffSegno does not have documentation sufficient for figuring out its
proper purpose and manner of operation.
There is no regtest at all.
It is stated in

"Arnold requested that this be closed with the 2 patches currently pushed.
He will create a further patch for the other changes."
Phil, can you check back with Arnold? In its current state, this is
basically not usable. We need user-accessible documentation and also
regtests.
