Ok, I am putting this to Patch-countdown for tomorrow 2014-08-14 noonish
(1pm UTC). That's not the official countdown management speaking, it's
just some sort of advance notice.
This change is minimal but with non-trivial consequences. The consequences
are quite clearly fixing a regression in a manner strictly increasing the
number of correct behaviors and helping with completing another pending
issue.
This is not really an endorsement of the underlying semantics. If someone
has a plan or project for doing them over, that's definitely not off the
table. But within the current framework, that fix seems about the best one
can hope to do.
