I'll suggest option 1.
NullVoice can be useful for setting the timing of lyrics shared between two
staves, in which case it conceptually does not belong to any particular
Staff, and if it is put in the \score structure outside of any Staff we
probably do not want an empty Staff created for it.
Anyone creating an ambitus for a NullVoice should put that NullVoice into a
Staff, but if that NullVoice is outside any staff, we can just print the
ambitus floating in space.
