The French translation is screwed up. I That's because it died on the French translation. The individual languages are built in Documentation/*/out-www/ and if they all succeed, the files get copied to out-www/offline-root. I normally just run "make web" in Documentation/user/, since I never check the translated docs. Nothing gets put into out-www/offline-root, but that's no problem for checking that the english docs are working.
