They should not be removed, because proper working of translations use
functionnality provided by extract_texi_filenames.py, and which is not
provided by the alternative code in the init file; therefore, I'll
remove the latter as soon as it becomes unnecessary, i.e. as soon as
this Python script produces correct node names.

All HTML file names from Texinfo should be downcased for consistency,
doing otherwise would likely create broken links.
