When the bug reports get immediate replies or questions, there is a tendency to wait for the discussion to die down before opening a new issue. That makes sense when the discussion is clarifying the bug and maybe revealing it as a duplicate, but here it just slowed the pipeline. I wasn't being deliberately obtuse either.
